11/13/2020: L&I considers fee increases for factory-built structures
The Washington State Department of Labor & Industries has filed a pre-proposal to consider raising the fees 5.91% for plan review and inspection of factory-built structures such as manufactured homes, commercial coaches and recreational vehicles-parktrailers.
A fee increase is needed to cover operating expenses for inspections and other program public safety activities. The fee increase is the maximum the state Office of Financial Management allows for fiscal year 2021.
The fee changes would affect the following Washington Administrative Code rules:
The Pre-proposal Statement of Inquiry (CR-101) was filed on Nov. 3.
During the rulemaking process, there are opportunities to provide written comments or present testimony at a public hearing. Here’s what happens next:

- WAC 296-150P-3000, Recreational park trailer fees;
- WAC 296-150T-3000, Factory-built temporary worker housing fees; and
- WAC 296-150V-3000, Conversion vendor units and medical units – Fees.

- Nov. 3: A preproposal (CR-101) filed with the state Code Reviser’s Office.
- Dec. 22: The proposed rules (CR-102) are expected to be filed with the state Code Reviser’s Office.
- Jan. 27, 2021: A public hearing on the proposed rules is tentatively scheduled.
- Feb. 16, 2021: The final rules (CR-103) are expected to be filed with the state Code Reviser’s Office.
- Mar. 19, 2021: The new rules are expected to take effect.
